A parent's account carries real distress under its brevity. A "13 year old son formatted an external hard drive in error" holding "all family photos". The drive "used to be passwork protrected and I know the passwork" — but a first specialist reported that "the bitlocker recovery key has also been deleted so data receovery is not possible". The crucial fact is the one the parent already holds: they know the password, and on a BitLocker volume the password and the recovery key are two independent doors — so a first verdict resting on the deleted key may have overlooked the door that is still open.

BitLocker has two independent ways in, and this is the heart of the case. An encrypted volume can be unlocked either with the user's password or with a separately-generated recovery key — either one alone suffices. They are not the same credential, and losing one does not lock out the other. A first verdict built entirely on the deleted recovery key may have missed that the owner holds the password, which is the other, equally valid door.
The known password is the asset that reframes "impossible". If the encryption metadata survived — the small structures BitLocker uses to unlock — then the owner's password can unlock the volume without the recovery key ever entering the picture. "The recovery key is deleted" does not by itself mean unrecoverable when the password is known; it means one of the two doors is closed while the other may still open. That distinction is exactly why a second opinion is worth seeking here.
The real question is what the format did to the encryption metadata, not the key. A quick format typically writes a small amount of new filesystem structure and leaves most of the volume — including, often, BitLocker's metadata and its backup copies — physically intact behind it. If those survive, the password unlocks the volume and the recovery proceeds. A full format that overwrote the metadata is the genuinely hard case. Which happened is read from the drive, not assumed, and it is the actual determinant of the outcome.
There are two layers to recover, in order. First the encryption: unlock the volume with the password against surviving metadata. Then the format: beneath the encryption sits a filesystem that the format disrupted, whose own structures and backup copies are rebuilt to restore the photos with their organisation, or whose data area is carved where structures are gone. Both layers are addressed, and the family photos live at the bottom of both.
The honest range is stated plainly, without false hope or premature despair. If the metadata survived the format, the known password is very likely the key to the whole recovery. If a full format destroyed it, the first specialist's conclusion may hold — and that is confirmed rather than assumed, at assessment, before anything is charged. Either way, the parent deserves the check, because the password they hold is precisely the thing that makes the first "no" worth questioning.

Understand that BitLocker's password and recovery key are independent: a deleted recovery key does not lock you out if you know the password, so a verdict resting only on the key is worth a second look. Keep the password safe, and have the drive imaged so unlocking can be attempted against a preserved copy.
