He turned his data drive into an installer by accident and then hit the limits of consumer tools. He "accidently used this hard drive to creat a windows 11 media, and it wiped off the hard" — a 4TB Seagate. His own recovery attempts with two consumer packages "cannot recover the hard to the same partition and folder structure and only found over 100k files", which is why he wants professional help to restore "the hard-drive to its structure before". Reassuringly, he has "not saved/change the hard drive" since, only scanned it. Being wiped by installer creation is far less destructive than it sounds, and the folder structure he needs is exactly what professional recovery preserves where consumer carving cannot.

Creating install media overwrites the front of the drive, not the whole of it. Making a Windows installer writes a new, small partition and copies the installation files onto it — an operation that replaces the drive's partition table and filesystem structures near the start, and writes a few gigabytes of installer data. The vast majority of a 4TB drive's surface, where his previous data lived, is untouched by that process. The word "wiped" overstates what physically happened: the index was replaced, most of the data remains.
His consumer tools recovered data but lost exactly what he needs — the structure. Finding "over 100k files" with no folders is the signature of signature-carving: consumer tools scan for file patterns and extract the data, but they discard names, dates and the directory tree, producing an unnavigable heap of generically-named files. For a backup drive that someone must actually use, that is close to useless — which is precisely why he is right to seek recovery that preserves organisation.
Preserving folder structure is a different technique, and it is the point of the case. Rather than carving blindly, professional recovery locates the previous filesystem's own structures — which, because installer creation only overwrote the front of the drive, frequently survive in large part behind the new partition. Reading files through those recovered structures restores them with their original names, dates and folder hierarchy. This is the difference between a recovery he can use and a hundred thousand anonymous files.
His restraint after the wipe is the single biggest factor in his favour. Not saving or changing anything on the drive means the overwritten region is confined to the installer's footprint, and the rest of his data — and crucially the surviving filesystem structures — remain intact. Scanning with read-only tools does no harm. Had he continued using the drive, new writes would have eroded both the data and the structures; his stopping is what keeps a structured recovery achievable.
The honest outcome is strong on the bulk, with the installer's footprint as the caveat. The data outside the small region the installer overwrote is recoverable, and where the previous structures survive, it comes back organised. The genuine loss is confined to whatever sat exactly where the installer wrote its partition and files — a small fraction of a 4TB drive — reported by what is missing rather than discovered later. The realistic result is the great majority of his data, returned with its folders.

Consumer tools that return files without folders are carving blindly; recovering the original structure needs the previous filesystem's own records, which usually survive behind the installer. Have the drive imaged and recovered from a copy, and expect your folder hierarchy back rather than an unnavigable heap.
